A bill has been introduced in Brazil that would allow charitable hospitals and medical non-profit organizations to operate their own sports betting platforms, according to Global Gaming Insider. The proposal was submitted to Congress by Senator Eudócia Caldas.
Under the initiative, institutions providing services within Brazil’s public healthcare system (SUS) would be eligible to accept fixed-odds bets. These include charitable hospitals, social healthcare organizations and humanitarian institutions operating for the public benefit.
The bill proposes allowing such organizations to generate revenue from sports betting in order to reduce their reliance on government subsidies and donations. Betting activity is expected to serve as an additional source of funding for these institutions.
Licenses for such operators could be issued free of charge. One of the key conditions is that any profits generated cannot be distributed among the organizations’ executives or founders.
According to the draft law, all net profits must be directed exclusively toward medical needs, such as purchasing medicines, acquiring equipment, supporting healthcare services and modernizing hospital infrastructure.
The author of the initiative believes the mechanism could help strengthen the financial position of healthcare institutions operating within the public health system, many of which regularly face funding shortages.
Earlier, Gambling Park reported that Brazil accounted for nearly 30% of all betting app downloads worldwide in the second half of 2025.
