French Regulator’s 2024 Report: Over 1,300 Website Blocks and Record Fines

France’s National Gambling Authority (ANJ) has published its 2024 annual activity report, which is available on the regulator’s official website.
Over the course of the year, ANJ issued 9 fines to operators, some reaching as much as €150,000. The highest fine, however, was recorded in January 2025 and amounted to €800,000.
In 2024, the regulator also intensified its crackdown on illegal operators:
- 1,335 URLs were blocked
- 231 administrative actions were issued
- financial flow blockades were initiated
The ANJ emphasized the importance of combating the illegal gambling sector, as offshore betting remains widespread among French players. However, efforts to fight unlicensed offerings have not led to a reduction in gambling-related problems among the population. This is evidenced by a consistent annual increase of around 20% in registrations for the country’s self-exclusion program.
For instance, while in 2021 around 40,000 French citizens had self-excluded from gambling, the number has now reached 85,000.
In light of this, ANJ has made reducing problem gambling one of the key objectives in its strategic development plan through 2026. The first step toward achieving this goal will be a Senate symposium on gambling addiction, scheduled for June 27.
