Spanish Regulator Fines 888, Betfair, Entain and Other Licensed Operators €3.5 Million

Spain’s Directorate General for the Regulation of Gambling (DGOJ) has issued a new package of sanctions totaling €33.5 million, affecting 32 companies. According to Next.io, this marks another step in the country’s tightening regulatory approach: total fines in the sector have now reached €111 million in 2025.
Six operators were classified as committing “very serious” violations — foreign companies operating in Spain without a license. Each received a €5 million penalty, and their websites will be blocked. The offenders include XYZ Entertainment, Moonrail Limited, EOD Code SRL, Samaki, Lone Rock Holdings and Novaforge.
Gambling Park notes that the remaining 26 companies hold valid licenses but committed “serious” breaches, resulting in a combined €3.5 million in fines.
Among them:
- 888 Online (Evoke) — €250,000 for failing to meet technical requirements and using unapproved systems.
- Betfair (Flutter) — €100,000 for breaches related to responsible gambling and player protection.
- Beatya Online (Novomatic) — €300,000 for technical violations.
- Electraworks Ceuta (Entain) — €512,000 for allowing self-excluded players to gamble and for two additional technical violations.
- Codere — €17,500 for a technical compliance breach.
According to the regulator, most violations involve failures to meet technical standards, data protection requirements, and responsible gambling obligations. The DGOJ added that enhanced enforcement will continue to improve transparency and safety across the online gambling market.
