Malta Proposes Principles for the Safe Use of AI in the Gambling Industry

The Malta Gaming Authority (MGA) has launched a targeted consultation on a proposed AI Gaming Charter for the ethical and responsible use of artificial intelligence in the gaming sector, the regulator said.
The proposed charter was developed in collaboration with the Malta Digital Innovation Authority (MDIA).
The charter is intended to serve as a voluntary set of principles for gaming companies that use AI in player-facing services and other business processes.
The charter is designed to complement existing legal and regulatory frameworks, including the European Union’s AI Act, while reflecting the specific operational context of the gaming industry.
The need for the charter was previously explained by the regulator’s CEO, Charles Mizzi. He said operators are already using AI in customer support, fraud detection, marketing and risk management, meaning the industry needs clearer guidance on how the technology should be applied.
Mizzi said the use of AI in the gaming sector brings not only new opportunities but also risks.
Algorithms may lack transparency or produce biased outcomes. This is particularly sensitive when AI is used to assess player behaviour or inform decisions related to player protection.
The MGA is therefore encouraging operators to pay particular attention to the transparency of AI systems, data protection, human involvement in key decisions, algorithm testing and oversight of technology suppliers.
