Curaçao Steps Up Oversight of iGaming Mirror Websites

The Curaçao Gaming Authority updated its reporting and domain management requirements for iGaming platforms in early 2026 as part of an ongoing overhaul of the jurisdiction’s regulatory framework, FFPAPA reported. The changes also address the use of mirror websites.
Under the new guidance, every domain through which an operator provides services to players must be formally declared and linked to the operator’s licence.
The regulator said domains — including alternative addresses and mirror sites — are treated as fully fledged gambling websites rather than auxiliary technical solutions.
The clarification significantly complicates operations for platforms that have traditionally relied on large networks of mirror sites to circumvent access restrictions. Such domains must now be formally registered, reflected in licence documentation, and comply with standard reporting and supervisory requirements. Any discrepancy between websites in active use and the domains listed under a licence may be considered a breach of licensing conditions.
The CGA said the tighter oversight is intended to improve transparency in the iGaming market and align the Curaçao licensing regime with international regulatory standards. While the jurisdiction does not plan to abandon its position as an accessible licensing hub for operators, compliance, infrastructure and online presence requirements are becoming notably stricter.
For the market, the changes signal a gradual move away from large-scale “domain network” models and the need to reassess market access strategies in countries where gambling websites face restrictions.
