Italians Wagered €157 Billion on Gambling in 2024

Italy’s Customs and Monopolies Agency (ADM) has released its full-year report on the national gambling market, revealing that Italians placed over €157 billion in bets in 2024, according to SBC News. The total gross gaming revenue (GGR*) for licensed operators rose 4.4% year-over-year, reaching €21.6 billion.
Driving that growth was the online segment, where GGR surged 17%, climbing from €4.3 billion in 2023 to more than €5 billion in 2024.
Land-based operations remained relatively flat, with GGR inching up from €16.3 billion to €16.5 billion over the same period.
The €157 billion total handle breaks down into:
- €92 billion from online betting
- €65 billion from retail betting shops
Tax revenue generated from gambling activities in 2024 totaled €11.6 billion.
ADM, which serves as Italy’s gambling regulator, also reported conducting 19,000 inspections of gambling operators during the year. These checks led to 3,319 administrative sanctions and the blocking of 721 unlicensed gambling websites. Enforcement actions and related fines contributed an additional €72.5 million to the national budget.
* GGR is a financial metric used to measure gross earnings, calculated by subtracting total winnings from total bets.
