Casino.org: Russian-Speaking Scammers Created a Platform for Launching Fake Casinos

International gambling outlet Casino.org has published an investigation into a group of Russian-speaking fraudsters who built a large-scale scheme called Gambler Panel — a platform designed specifically for scammers.
Any fraudster joining the system receives a ready-made crypto-casino website, ad templates, and detailed instructions on how to lure players. Users deposit funds in cryptocurrency, but the money goes directly to the scammers.
The operation relies on enticing players with bonuses, simulating fake wagering requirements, and urging them to make a deposit in order to “unlock” withdrawals. In reality, no payouts are ever made, and victims are left empty-handed. The site even provides a detailed playbook on how to deal with defrauded users. Notably, Gambler Panel prohibits targeting traffic from the CIS, focusing instead on players from wealthier, developed countries.


The organizers take a cut of every affiliate scammer’s profits, effectively turning the scheme into a full-fledged business.
According to the site, Gambler Panel charges a 30% commission, which can be reduced to 20% under certain conditions.
This setup makes fraud scalable and automated, enabling newcomers to launch fake casinos quickly without technical skills or infrastructure. The project also operates a Telegram channel with around 2,500 members, which shows high engagement based on view counts.
Players are strongly advised not to trust unlicensed crypto-casinos and to verify licensing claims via official regulators. For example, if a site claims to hold a Maltese license, it can be checked on the MGA (Malta Gaming Authority) website by entering the domain. In cases of suspected fraud, users should immediately contact law-enforcement authorities.
