Lithuania Strengthens Gambling Regulations to Safeguard Players

The Lithuanian government has greenlit amendments to gambling laws, placing player safety at the forefront. As Obzor.lt reports, these changes, spearheaded by the Ministry of Finance, aim to bolster protections for problem gamblers.
The key update mandates that casinos, slot machine halls, bingo venues, and betting shops employ qualified staff to oversee responsible gaming practices.
When there’s suspicion of a player exhibiting problematic behavior, these designated employees must intervene — either advising the player to cease betting or forcibly halting the game, even against the player’s wishes.
Furthermore, gambling companies will be compelled to join a specialized platform for collecting data on players and their gambling activities. This platform grants the Gaming Control Authority access to crucial information at any time.
Noncompliance with player protection requirements, responsible gaming principles, or advertising regulations carries financial consequences – fines will range from 3% to 5% of the operator’s total annual revenue. Repeat offenses will incur even steeper penalties, ranging from 8% to 10%.
For a first offense, fines range from €6,000 to €25,000. Repeat offenses double this amount. However, the Ministry of Finance contends that the current maximum fine of €50,000 lacks efficacy as a deterrent, given its approximate equivalence to the average daily revenue of a gambling operator.
Pending approval by the government, these amendments await passage by the Seimas of the Republic of Lithuania.
