Liberia Introduces International Licence for Prediction Market Platforms

Liberia plans to position itself as an international licensing hub for prediction market platforms. According to Focus Gaming News, one of the world’s poorest countries is effectively introducing an offshore regulatory regime for such services, designed to operate outside its domestic market.
Prediction market platforms would operate under Liberia’s international gambling licence, with oversight assigned to the country’s National Lottery Authority.
The initiative targets platforms such as Polymarket, which allow users to wager on the outcomes of real-world events — including sports, political and economic developments — using binary “yes” or “no” markets. This represents a distinct segment of online betting that has expanded rapidly in recent years, particularly in the United States.
In structure, the new Liberian licence closely resembles the model used by Curaçao for gambling operators.
It is aimed at international companies, is not tied to Liberia’s domestic market, and targets foreign users.
The Liberian prediction markets licence covers both business-to-consumer (B2C) operations and business-to-business (B2B) activity involving technology and service providers. Licensees will also be offered legal support to facilitate operations across multiple jurisdictions.
Earlier, Gambling Park reported that lawmakers in Hawaii were seeking to ban prediction market platforms and classify them as gambling products.
