Curaçao Regulator to Miss SBC Summit Over Document Leak and Prepares for Legal Action

The Curaçao Gaming Authority (CGA) will not attend the SBC Summit in Lisbon as it continues to investigate a major document leak and considers legal action against German researcher Lilith Wittmann.

The SBC Summit will take place from September 29 to October 1. The CGA said its staff and resources are currently focused on investigating unauthorized access to its licensing portal.

Wittmann gained access to the system in December 2025 after registering an account under another person’s name. The access reportedly remained active for around nine months, until September 2026. During that period, she obtained tens of thousands of confidential documents, including information on gambling company owners, licence applications, passports, tax returns and financial records.

Some of the documents were later published as part of the international Casino Secrets investigation, which involved Follow the Money, NDR, NRK, SVT and other media outlets. Journalists reviewed data relating to hundreds of companies licensed in Curaçao.

The CGA said the unauthorized access has since been blocked and that the investigation is continuing in cooperation with authorities and independent cybersecurity specialists. The regulator has also notified relevant authorities in Curaçao and other jurisdictions and is monitoring the publication of leaked documents in an effort to have them removed.

The CGA is also considering legal action against Wittmann.

A separate legal dispute between Wittmann and Malta’s gambling regulator recently concluded in Germany. According to Wittmann, the court allowed her to use the documents she obtained for journalistic purposes. However, the ruling concerned the Malta Gaming Authority and does not directly apply to the Curaçao case.
